Saudi Arabia Issues Stern Warning on Misuse of Hajj Work Visas, SR50,000 Fine Imposed for Violations

RIYADH – Saudi Arabia has issued a strong warning to businesses against the misuse of seasonal work visas designated for the annual Hajj pilgrimage, announcing penalties of up to SR50,000 for violators.
The Ministry of Human Resources has made clear that selling, transferring, or using Hajj-related work visas for purposes other than those officially designated will result in strict legal and financial consequences.


BUSINESSES FACE TENDER BANS AND FINES
Key penalties include:

  • A fine of up to SR50,000 for each violation

  • Exclusion from Saudi government tenders for up to five years

  • Possible legal action for fraudulent use of seasonal visas

The Ministry emphasized that businesses must strictly comply with all regulations tied to Hajj and Umrah work permits, as these are vital for ensuring a safe, organized, and lawful environment for workers and pilgrims alike.


CRACKDOWN ON ILLEGAL PILGRIMS AND AGENTS
In the lead-up to the Hajj 1446 season, Saudi authorities have ramped up enforcement against unauthorized pilgrims and those who assist them. The move comes amid concerns over overcrowding, safety, and maintaining the sanctity of the pilgrimage.
Officials warned that any misuse of the seasonal work system undermines the integrity of the services provided during one of the world’s largest religious gatherings.
