Kuwaiti Court Sentences Teacher and Officials to Prison for Leaking High School Exam Papers

KUWAIT CITY – A Kuwaiti teacher and two education ministry officials have been sentenced to three years in prison with hard labour after being found guilty of leaking high school examination papers through social media platforms.
The Misdemeanour Appeals Court this week upheld the lower court’s ruling against the three defendants, confirming their convictions for disclosing confidential government information.

EXAM LEAKS SOLD ON WHATSAPP AND SOCIAL MEDIA
The convicted individuals include:

  • A former head of the Ministry of Education’s secret printing press

  • A female staff member of the same press

  • A teacher who played a key role in distributing the leaked materials

The investigation revealed that the exam papers were illegally shared on platforms such as WhatsApp, with some being sold for varying prices, raising serious concerns about academic integrity and national education standards.

INTENSIVE INVESTIGATION BY PROSECUTION AND MINISTRIES
The case was the result of an intensive investigation led by Kuwait’s Public Prosecution, in close cooperation with the Ministries of Interior and Education.
Authorities launched the probe after discovering that official examination materials had been leaked prior to testing dates, compromising the fairness of the evaluation system across multiple schools.

STRICT MEASURES TO PRESERVE EDUCATION INTEGRITY
The ruling reflects the government’s zero-tolerance policy on breaches of confidentiality and its commitment to preserving the integrity of the national education system.
Legal experts believe this case could serve as a precedent for future violations and may lead to the implementation of stricter security protocols within the Ministry of Education, particularly around the handling and distribution of sensitive materials.

Officials have reiterated that any future breaches involving state documents or exam content will be met with the full force of the law.
